BPC not allowing change of initial password when logging in through EPM

We are implementing BPC 10.0 on NW 7.40.  We created users with SU01 in our BW /BPC system.  We are using the EPM add-on to Microsoft Excel.  We set an initial password for the users in SU01.  When the users try to log in through EPM, they are prompted to change their password:

 

 

 

When the users click on OK, they get a web log-on screen:

 

 

When they enter their username and initial password and then click "Log On" or "Change Password", they get the following error:

 

 

We found that if we add "?sap-client=300" to the URL (e.g. http://hostname:8080/sap/bpc/web?sap-client=300), it will they let us change the password. 

 

In our development BW/BPC system, we do not have this problem.  When the uses's passwords are initialized and they first try to log in through EPM, it will let them change their password.  Both the development and production systems have the same support package levels and kernel level.  The URL displayed by the development system when it asks for the password change does not have "sap-client=" at the end.  In the development system, we are using client 100 and in the production system, we are using client 300.  It seems like the production system might be trying to connect to a different client if we don't specify the client in the URL, because the error message says "Client, name, or password is not correct".  We are sure we are entering the correct name and password.  We thought there might be a parameter somewhere pointing to the wrong client, but we can't find it.  The production system was copied from the development system.
