Purchase Req. created by MRP bypassing release strategy

    We have release strategy set at the PR.  When a purchase req. is created within MRP, it seems to by pass the  release strategy completely. However if we go into change mode for that req. ME52N, and make a minor change, and save, it will find the release strategy.  Normal PR's created with ME51N do not have this issue.
