Accessing SAP Dashboard in ipad is possible using HTML5 functionality which is available in SAP Dashboard 4 SP05 and higher versions. So it is not possible to develop dashboard in xcelsius 2008 and access it in ipad. Few third party products supports limited options but i am not sure about it.

If you are using SAP Dashboard 4 SP05 and higher, obviously you can have swipe gesture functionality. HTML5 supports ipad specific functionalities like pinch,zoom,swipe etc.
