if "Central Scanning Process Support" is not activated, the audit and approval process is actually completely independent of the central scanning integration. Thus, it would technically be possible to integrate the "Central Scanning" process after audit/approval.
But somebody would need open the expense report, print the expense report cover sheet (at any point in time) and it needs to be scanned together with the original documents. The scanned documents could be send at any point in time to the system and it would be attached to the expense report.
So, the answer is yes: the Central Scanning process could also be "integrated" at a later point in time, e.g. after audit/approval. Meaning after audit/approval somebody prints the cover sheet and sends the scanned documents to the system.
However, I would be interested in the reason for doing this...
