First thing you need to ensure you BO* and IO* have same checking group assigned in MRP3 view and In OVZ9 for order Creation and Release with above checking group and Checking rule combination you have included to consider all open orders.

Also check BO* order completion(material availability) date is with in IO* order release date(component available date)?
