Inactive BOM release status after changing item qty

Hi Gurus,

When I change qty of BOM item, it won't affect release status to inactive. If I add new item, it works. I try to define status in OS23, but there doesn't any control for item change. I don't know whether or not I ignore something, or only have to use enhancement?
