Hi Thomas,
Prefix numbers are used to generate custom Workflow/Task template ID.It will accept any 3 digit number.
For eg: Task 38100001... here 381 is the prefix number.
Maintain as your wish. ( I too don't to whom we have to contact to maintain this, usually I provide 999 for sandbox system 
).
