The Admin Port is set during the SMP3 installation setup, by default it should be 8083, but if some port (maybe 8080) is blocked the SMP3 installation setup will automatically suggest you other (free) ports... The Admin Port is also used for deployment scenarios (e.g. IG or Kapsel WepApps)

By default the SMP3 server is using a self signed certificate. Because the browser does not trust the issuer of this certificate, this certificate warning is shown. Actually it does not matter (for the management cockpit), but if you want to get rid of this error, you need a certificate for the SMP3 server that is signed by a trusted CA. This certificate you have to insert into SMP3's Java keystore (e.g. by using Java's keytool or the UI tool Portecle, which I usually prefer). Be aware: If you want to use a secure HTTPS connection e.g. between client and SMP3 server it is important to use a valid certificate!
