A moderator can not do anything about SCN functionality. If you want so suggest to disable the rating for the content owner, you should create an idea at Idea Place, because that's the correct place for this.

PS: I guess, the SCN team didn't disable that in the standard, because they didn't think anybody would rate their own content. They can't think up any misuse, that might come up. ^^ That's another lesson learned along the way, like Siva mentioned.
